JOB SUMMARY

The
President has ordered a government-wide hiring freeze subject to certain
limited exceptions. This position is subject to the hiring freeze. Although we
are moving forward with the consideration of candidates, we will not make a
selection for this vacancy announcement unless and until the position is no
longer subject to the hiring freeze.This
position is a Financial Management Analyst,responsible for providing financial
management advice and guidance regarding financial regulations, policies and
procedures. The selected candidate will manage the program budget and
develop/communicate appropriate strategies to achieve competency goals related
to resources. THIS

The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009
provides that the Secretary of Defense can designate acquisition positions as
shortage positions and recruit and appoint highly qualified persons to these
positions. This announcement is open to
accept resumes from candidates interested in helping the Department of the Navy
meet our mission requirements for the acquisition of systems, equipment and
facilities. This is a public notice announcement; under this recruitment procedure,
each location/installation, identified in this public notice will make
selections for vacancies as they occur. There may or may not be actual/projected
vacancies at the time you submit your application. Please read this Public
Notice in its entirety prior to submitting your application for consideration. These positions are being filled under Expedited Hiring Authority (EHA)
for acquisition positions located at Department of Navy installations
identified in this public notice. Positions may be filled as permanent with a
full-time work schedule. Pay will vary by geographic location.These positions will be either filled at the GS-05 or GS-07 or DS-02 (GS05/08) depending on the location. Salary varies with location. JOB DUTIES

QUALIFICATIONS

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume is the key means we have for evaluating your skills, knowledge, and abilities, as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience. GS-05 and DA-02Your resume must demonstrate at least three (3) years of general experience that includes at least one year at the GS-04 or DA-01 grade
level in the Federal service or equivalent experience in the private or public
sector which demonstrates the ability to: 1) Analyze problems to identify significant
factors, gather pertinent data, and recognize solutions; 2) Plan and organize
work; and 3) Communicate effectively orally and in writing; OR You have successfully completed, or will complete within 9
months, a 4-year course of study (in any field) leading to a Bachelor's degree
from an accredited college or university authorized to grant baccalaureate
degrees; ORYou have a combination of experience and education as described above which, when combined, is
equivalent to 100% of the qualification requirement. GS-07:Your resume
must demonstrate
at least one year of
specialized experience at or equivalent to the GS-05 grade level in the Federal service or equivalent
experience in the private or public sector. Creditable specialized experience
includes:
1) Compiling financial data for use in operational studies and system reviews
to improve financial mission performance; 2) Reviewing financial reports,
documents, records, data or other materials to verify compliance, or
authenticity; 3) Reviewing and implementing methods for maintaining and
reporting proper data flow through an automated financial system; OR
You have
successfully completed one full year of graduate level education directly
related to the work of the position or have superior academic achievement. (Superior
Academic Achievement can be met by any one of the following requirements: 1) Class standing - Applicants must
be in the upper third of the graduating class in the college, university, or
major subdivision, such as the College of Liberal Arts or the School of Business
Administration, based on completed courses; 2) Grade-point average (G.P.A.)-Applicants
must have a grade-point average of 3.0 or higher out of a possible 4.0
("B" or better) as recorded on their official transcript,
or as computed based on 4 years of education, or as computed based on courses
completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible
4.0 ("B+" or better) based on the average of the required
courses completed in the major field or the required courses in the major field
completed during the final 2 years of the curriculum; 3) Election to membership in a national scholastic honor society -
Applicants can be considered eligible based on membership in a national
scholastic honor society that meets the minimum requirements of the Association
of College Honor Societies; ORYou have a combination of experience and education as described above which, when combined, is
equivalent to 100% of the qualification requirement. position is covered under the Defense Acquisition Workforce Improvement Act
(DAWIA) and requires additional education, training and experience. This
position has been identified as a Career Field Business Financial Management at Level I. If you possess DAWIA Certification, please

certification within 24 months of appointment.

is a Financial Management LevelI certified position per the
National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved
within prescribed timelines.
