JOB SUMMARY

The
President has ordered a government-wide hiring freeze subject to certain
limited exceptions. This position is subject to the hiring freeze. Although we
are moving forward with the consideration of candidates, we will not make a
selection for this vacancy announcement unless and until the position is no
longer subject to the hiring freeze.This
position is a Financial Management Analyst,responsible for providing financial
management advice and guidance regarding financial regulations, policies and
procedures. The selected candidate will manage the program budget and
develop/communicate appropriate strategies to achieve competency goals related
to resources. THIS

The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009
provides that the Secretary of Defense can designate acquisition positions as
shortage positions and recruit and appoint highly qualified persons to these
positions. This announcement is open to
accept resumes from candidates interested in helping the Department of the Navy
meet our mission requirements for the acquisition of systems, equipment and
facilities.This is a public notice announcement; under this recruitment procedure,
each location/installation, identified in this public notice will make
selections for vacancies as they occur. There may or may not be actual/projected
vacancies at the time you submit your application. Please read this Public
Notice in its entirety prior to submitting your application for consideration. These positions are being filled under Expedited Hiring Authority (EHA)
for acquisition positions located at Department of Navy installations
identified in this public notice. Positions may be filled as permanent with a
full-time work schedule. Pay will vary by geographic location.The positions will be filled as either GS-09/11/12/13 or DA-03/04/05 (GS-09/10, GS11/12, GS12/13) depending on the location of the position. Promotion potential is GS-12/13 or DA-04/05. Promotion is not guaranteed. NOTE:

JOB DUTIES

QUALIFICATIONS

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume is the key means we have for evaluating your skills, knowledge, and abilities, as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience. GS-09: Your resume must demonstrate at least
one year of specialized experience at or equivalent to the GS-07 grade level or
pay band in the Federal service or equivalent experience in the private or
public sector. Creditable specialized experience includes: 1)
Reviewing data to conduct a variety of fiscal reconciliations and evaluations
to support decision making efforts; 2) Compiling and summarizing narrative
information into quantitative data; and/or 3) Analyzing financial data to
support financial products and program initiatives; OR You must have a
Master's or equivalent degree; or have completed two full years of graduate
level education leading to such a degree that will provide the necessary
knowledge, skills, and abilities to perform the position; or have a LL.B. or
J.D. if related; OR You have a combination of experience and education as described above which, when combined, is
equivalent to 100% of the qualification requirement. GS-11: Your resume
must demonstrate at least one year of specialized experience at or equivalent
to the GS-09 grade level or pay band in the Federal service or equivalent
experience in the private or public sector. Creditable specialized experience
includes: 1) Assisting with budgetary planning, analysis, and formulation for a
program; 2) Managing, monitoring, and coordinating the execution of budgets; 3)
Preparing reports, charts, and graphs for presentations and briefings to higher
level authorities; OR You must have a Ph.D. or equivalent doctoral degree; or have
completed three full years of progressively higher level graduate education in
finance, accounting, or a closely related degree; or have a LL.M. if related.
This education must demonstrate the knowledge, skills, and abilities necessary to
do the work of this position; OR You have a combination of experience and education as described above which, when combined, is
equivalent to 100% of the qualification requirement. GS-12: Your resume must demonstrate at least one year
of specialized experience at or equivalent to the GS-11 grade level or pay band
in the Federal service or equivalent experience in the private or public
sector. Creditable specialized experience includes: 1)
Performing budgetary planning, analysis, and formulation for a program; 2)
Providing financial management analysis in support of program management and
resource planning; 3) Providing advice on effective and efficient methods for
the acquisition and use of funds to support the organization's programs and
activities.
GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Creditable specialized experience includes: 1) Performing budgetary planning,
analysis, and formulation for a program; 2) Providing financial management
analysis in support of program management and resource planning; 3) Providing
advice on effective and efficient methods for the acquisition and use of funds
to support the organization's programs and activities; 4) identifying operating policies and procedures to be
developed or revised. position is covered under the Defense Acquisition Workforce Improvement Act
(DAWIA) and requires additional education, training and experience. This
position has been identified as a Career Field Business Financial Management at Level I/II/III. If you possess DAWIA Certification, please

certification within 24 months of appointment.

is a Financial Management Level (I/II/III) certified position per the
National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved
within prescribed timelines.
