Supervisory Quality Assurance Specialist

Job Location: San Diego

Current Permanent Civilian Employees of Department of Defense, VEOA, and ICTAP


This position is located in the Industrial Quality Department (6.4), Fleet Readiness Center Southwest (FRCSW), San Diego, CA. This position serves as the Department head and has overall responsibility for the Command’s Quality Program. This position directs, implements and supervises the Command’s Quality Program, is the Command’s Industrial Quality Technical Authority and Subject Matter Expert for overall Industrial Quality Management and provides functional guidance to other competencies as required. The position also resolves technical problems relative to quality, working with other competencies such as Engineering and Logistics, to develop and design maintenance plans in accordance with the program specifications; knowledge of the CNAFINST (COMNAVAIRFORINIST) 4790.2 series as it relates to the repair, maintenance and management of calibration, aircraft, engines and components.


· Ensure efficient integration of innovative quality systems that are incompliance with regulatory program directives.

· Mange the development of quality policy changes to meet changing needs of the FRC.

· Deploy all facets of program management, quality management and industrial operations and processes.

· Perform liaison with higher level and other activities to effect quality management business process improvement throughout COMFRC (Corporate Quality Work Group), CNAF (Command Naval Air Forces) and NAVAIR (Naval Air Systems Command).

· Direct prototype of quality program application concepts and revised procedures for a model quality organization.

· Work across competency lines to ensure a quality integrated process for production, support, management, logistics and engineering.

· Design process improvements including corrective and preventive actions and mistake proofing solutions in coordination with other production and production support personnel hat address defective processes and products uncovered via rigorous investigation and root-cause analysis.

· Utilize quality management systems and auditing methods to control and monitor quality deficiencies and program performance, e.g. tool control, foreign object damage.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: Ability to direct personnel, workload, job performance, schedules, commitments, tools and equipment, personnel skills and their availability through subordinate supervisors; comprehensive knowledge of modern quality assurance concepts, methods, principles, practices and techniques as related to all phases if industrial aeronautical maintenance, modification and repair; knowledge of the functions and techniques of the various trades associated with Aircraft Maintenance; knowledge of engineering and logistics which affect the processes, people and facilities used for Production and Manufacture of Aircraft and Components.
